I am attempting to update the stats and there appears to be a bit of beef around this game. I am not going to include it in the stats.

My take on "rules" is as per the first post in the thread from @TheLand
Games for the tournament must be main 1939 scenario, unmodded. A small number of house rules e.g. Soft Build Limits or no Major diplomacy can be included if both players agree. (Please note these when you register the match.)
namely => agree rules in advance
otherwise anything you can do in the game is allowed

The developers have gone to a lot of trouble to penalise via mobilisation any moves such as ahistoric DOW.
imho the uncertainty of not knowing for sure that an attack may come enhances the game but if you don't want that then agree in advance

my guess would be the West Coast of the US. (in many languages the order is noun + adjective instead of adjective + noun).
