Liberating Countries

I want to create a scenario where the Axis player can liberate countries,
Ukraine,
Belorus,
Baltic State, etc.
What is the best way to do that?

You'll have to create such countries on the map in the editor first. I'm not sure about the liberation part unless there is some way in the editor to establish these countries at start as already Soviet conquered.

Try reading this thread by mdsmall for advice on how to best "build" new minor powers. You could also try private messaging him for further suggestions. Judging by his work on the Icarus Mod he seems to be a very proficient modder.
