What would be the reason for private messages not leaving the outbox for a particular person?

No issues with other people.

The message leaves the outbox when it is looked at (read) by the recipient.

It is then moved to sent messages.

That is as I understand it anyway.

Edit: So if it does not leave the outbox then the person hasn't opened the PM yet.
