So working on the next version now after doing some PBEM play testing, including incorporating recent dev patch.

Some changes in the Beta version will be reversed but any feedback is welcome.

Fall Weiss II - WIE 13.0

Purpose:
- Amending the Military Warfare Research categories to maximum level 3, as the bonuses at level 5 were too high considering the dynamic national morale of some of the majors
- Rolling back some changes on Anti-Air craft introduced recently as I felt it hampered the late game.
- Softening the penalties on Soviet Morale and German national morale boosts in 1941, which seemed overly heavy in PBEM vis AI matches.
- USSR has also felt much too tight on MPP in 1941 to do any research at all so some minor tweaks on MPP penalties and some additional half strength units.
- Added a Finnish Corps to the map at Joensuu to put more pressure on USSR in this region immediately after Finnish war entry
- Some National Morale recovery for the Western Allies as there National Morale tends to drop far behind the other majors (Germany/USSR) as the war continues
- Some slight one time supply constraints deep into Soviet territory to help maintain historical gains during Barbarossa for both PBEM and AI matches
- Reduced access to German Paratroopers if the Axis are not preparing for Sealion

- Amended Infantry Warfare to Max level 3
- Amended Armored Warfare to Max level 3
- Amended Aerial Warfare to Max level 3
- Amended Naval Warfare to Max level 3
- Amended Ballistic Warfare to max level 3

- Deceased cost of strengthening Soviet Reserves during Barbarossa from 75 MPP for 4 turns to 50 MPP for 4 turns
- Amended DE For Soviet Prioritization of Civilians or Military at Beginning of Barbarossa increasing the benefit by 350 MPP (over 8 turns) in exchange for the permanent NM loss

Units

- Added to Soviet Reserves (post war entry) 1 Infantry Army, 1 Infantry Corps, 1 Infantry Division each at half strength
- Reduced German Paratrooper Build Limit from 2 to 1 (Second Paratrooper unit is now only available from Sealion DE event)
- Added a half strength Finnish Corps at Joensuu

Supply

- Increased Scorched Earth upon Axis occupation (one time supply penalty) of several key and likely contested Soviet cities: Moscow, Kursk, Kharkov, Rostov, Grozny ranging between 2-3 for Moscow, and 1-3 for the other cities

National Morale

- New Continuous National Morale Recovery Bonus for UK and USA valued at 75 NM per turn beginning 1942 and additional 50 NM beginning 1943 (equivalent of 1.25% National Morale per 10 turns at maximum)
- USSR National Morale will increase an additional 1% per turn over 5 turns post US War Entry
- German National Morale Boost at beginning of war with USSR decreased from 1500 per turn for 5 turns to 500 per turn for 5 turns
- Reduced Soviet National Morale Penalty from the loss of Kiev, Smolensk, Sevastopol, Kharkov, Minsk and Odessa from 2500 to 1500 per city.
- Increased German Failure to Capture Moscow by end of 1941 from 2000 NM x 5 turns to 2500 x 5 turns

Yeah I think so too.
The amount of small changes that go anti Axis and pro Allies add up to quite a big nerf.

I think it is too much. But we will see

The last patch update was very pro Axis, with a number of national morale events that were lowered for the Soviet Union, while also decreasing MPP costs for the Axis on a number of events. As I play the Axis more and Allies less I very surprised at how difficult I've made it for the Soviet Union after playing a few PBEM games. I think this will help balance the scenario.

Units
- Cruisers no longer receive ASW Attack Upgrades, only defense
- Infantry Weapons and Tank Weapons increase Amphibious Attack & Defense
- Subs no longer lose supply when defending
- Lowered cost of surface fleet repairs to 8% from 10% for France, Germany, Italy and Canada. All other countries remain 10% with exception of USA/UK which remains 5%.

- Tactical Bomber Soft/Hard base attack values decreased from 2.5 to 1.5
- Medium Bomber Soft/Hard base attack value decreased from 1.5 to 0.5

Decision Event updates
- New German Decision Event for Strategic Reserves In France
- New German Decision Event to form Ostbataillonen in France

- Removed the Popup whether Italy is significantly investing in their aircraft industry (via decision event)
- New Italian Fighters (If USA fulfills Swedish Request For Aircraft instead of Italy) comes at at a slightly later date
- USSR Acceptance of Revised Borders will now move USSR 3-5% towards the Axis (previously 5%)
- The Condition Position checks requiring there to be no Allied units in northern France have been removed from DE 627 and DE 673 relating to the deployment of Coastal Guns on the Atlantic Wall
- DE 113 now requires St Nazaire to be in Axis hands to fire
- The Operation Countenance Decision will now also be presented if Persia is pro-Allied, as previously it only fired if Persia was neutral but pro-Axis
- Cancelling Tirpitz and switching to U-boats will cost 15 MPP for 2 turns
- Lowered the cost of UK cancelling HMS Anson and building additional destroyers from 20 MPP for 5 turns to 15 MPP for 5 turns
Lower cost of Germany sending military equipment to Romanian Tanks from 50 MPP over 6 turns to 35 MPP over 5 turns and Germany Miliary Equipment deliveries to Romania no longer arrive at full research
- Reduce cost of Axis Fall Blau Reinforcements from 150 MPP for 5 turns to 125 MPP for 5 turns
- Added 1 Infantry Corps (+2 Experience) to German Decision Event - German Offensive In The Ardennes


Map
- Turkey is now a Soviet minor

National Morale

- Increased the Mobilization penalties for Allied aggression against Italy so that both Spain and USA will now swing 5-12% towards the Axis
- Removed duplicate Italian Mobilization Script for Allied Naval Aggression against Italy
- An Allied amphibious or naval build up against a neutral Italy will now trigger a 2,000 National Morale boost to Italy as the population prepare to resist invasion.
- Fixed an Axis-only advice popup that regarding Turkish diplomacy that was displaying on both players turns and slightly amended the advice

This thread seems to be surprisingly dead. Where is Crispy?

This MOD is great. Playing as Axis.

1. The German High Command gets angry at Yugoslavia joining the Allies even after they have attacked Yugoslavia.
2. Von Leeb should arrive in May 1940 behind the Siegfried Line. He was an army group commander by then.
3. Add the dreadnought Schleswig-Holstein just off Danzig. Make it 2 strength, un-replenishable and with 1 action point. The guns bombarded the Poles on the coast during the war.
6. A gamey move by the Germans is to kill the Belgian HQ in Antwerp but don't take the city. This fools the BEF into fully committing itself and being slaughtered. The AI scripts may need a tweak here.
7. In TRP the HQs are slightly reduced in cost and I think that it works really well. They become more "Army" HQs and less "Front HQs".
8. When you are ready I think the next logical step for this MOD is to move to simultaneous turns. It would take alot of tweaking but I have played TRP and the extra turns and unit density are ALOT of fun.

Which one is the latest one?

Its 14.0.

Another note, if the Axis take Egypt, Palestine, Jordan, Syria etc. then shouldn't Turkey move closer?

Beginning 1944 and I have all of those as well as Iraq and they are almost Allied with diplomacy. Not very likely I don't think.

USSR has lost Leningrad, Stalingrad and Moscow is surrounded and their NM is 105%. That needs some adjustments as well.

Somehow I have version 17 downloaded from I guess 2019. Does anyone know what this version is? And why is 8.1 linked on the first post instead of just v14? And what is "Fall Weiss II - 20" version?

14.0 is definitely the most recent, as Crispy's last post a few posts back indicate.

Hi - Currently playing Fall Weiss WIE 14. Great game.

Can someone tell me at what activation % the Saudi Arabian convoy to the US starts? Saudi Arabia is currently 10% to the Allies, the USA is in the war but the Saudi convoy is not yet activated?

Look at the convoy map, there is a little note screen in the lower left, click on the Saudi convoy and the info should display there.

IIRC, in this mod if you don't get the diplo up to activate Saudi by a certain time a DE will fire and you will have the option to pay to start it.

You can use diplomacy but waiting for the decision event is the best way to trigger this.

Small question, which is the later version, this one (14) or the Fall Weiss II 20 from the community Pack DLC?
I suppose another question is whether they are even the same thing at all?

On the one hand it says 20 in the Community Pack, so that MIGHT be version 20... or version 2.0.
On the other hand I don't see an update to the mod content in the patch change notes since 2022 (I didn't look at the patch notes any further back).

Please let me know, thanks.

14 is the later version. Note in the name it also states WiE, because it was created in conjunction with a WaW version. The older 20 (com pack) was made before WaW was around.
