[1.21] New SHQ costing significantly different PP to create than stated (EDIT)

When creating a new SHQ - the PP used is different than stated:

2nd SHQ said "20 PP to create" - but only cost 10 PP
3rd SHQ said 30 required, but cost 30 PP
4th SHQ said 40 required, but cost 60 PP (and put me in negative political points)
5th SHQ said 50 required, but cost 100 PP

- Oceania, 1.21 (game start) + beta by game end.

(the attached save game will allow you to create a 5th SHQ and see the PP disparity)
