[1.1.1.1]Can not retrofit fleet despite ships having option

I definitely have a Upgrade for the Escorts in the first fleet (Hotkey 2). However, I am unable to order it on fleet level.

The "Retrofit Fleet" button is greyed out.
And the option does not appear in the context menu for the Space Ports.
However the option is definitely enabled on the ships themself.

I am into the Frigate Age and still the upgrade option is not working.

As it worked with others, I am guessing the issue might be with Humans for some reason.
