Is this during Soviet air phase? It will probably correct itself during Soviet ground phase.

The other possibility for it to happen is with naval interdiction across the Gulf of Finland.

it is ground phase. and there is neutral water all the way to Leningrad, (see that blue line of supply)

Thanks, was able to see it. I'm guessing this came from the one fix for the inland port issue as every time we try to fix a sea/isolation issue there's a good chance of breaking something else. We'll look at it right away.
