PBEM Issue -Completing a Turn

I am playing Axis in a PBEM game. On my turn I successfully conquered Belgium, and tried to end my turn. A popup shows saying Belgium has surrendered, then the map returns, but now I see all the Allied units, and my Axis units have fog of war. Also, there is no menu at the top of the screen. The only way I can exit is to go into Task Manager and close the app. When I restart and log back in, it still shows the previous Allied turn, and I can redo my turn again, but then the same thing happens. Any idea why?

Update: Everything is fine if I do not conquer Belgium. If I conquer Belgium and click on the checkmark to complete my turn, when the popup window says "Belgium Surrenders" comes up, the map immediately shows all Allied units and puts Axis units in fog of war, and the menu at the top disappears.
