Couple of Map Questions (No Khyberbill)

First off, I'm using the extended map with the stacking limits for the first time. Bill (my allied opponent) has done a Sir Robin just about everywhere so far. In the Philippines, he as pulled practically everything back to Clark. My recon has consistently reported about 60k troops there. The stacking limit is 40k. If he keeps this stacking level, how badly is it going to raise disruption and fatigue and chew up supply? Should I just let him sit there overstacked and self-destructing, or are the penalties not severe enough to make this a viable strategy on my part?

Secondly, if I send a minesweeping TF to the hex indicated in the screenshot below, will it sweep mines from Oosthaven? I know the manual says the 6 surrounding hexes will also be swept, but does the red hexside mess this up since the TF will now have to go 3 hexes away from its destination hex in order to get to Oosthaven?

It should not sweep mines from Oosthaven. If it does that would be a hole in the code (as you point out the travel distance by sea is 3 even though they are adjacent).

I don't recall how fast it will up fatigue & disruption, but supplies will be destroyed quickly at that level. When they hit 0 supplies that reduces them to 25% combat effectiveness.

And sometimes recon is inaccurate so he may not be over stacked. It would be foolish of him to do it considering that he will see no more supply.

Why would Clark Field only rate as 40k??

I have noticed that sending a minesweeper TF into an enemy base hex to sweep is semi-suicide if the base has a descent amount of coastal defense guns.
