This screenshot was taken on 12/8/42. The ABDA HQ has been at "2 days" for about a week now.

My guess, and this is just a guess now, is that it is waiting for an ABDA base to plop it into. Convert some low-cost base to ABDA and see what happens.

Hmph, what is main base for the Dutch? Soerbaja? I guess that this HQ will show on the map when you will control main Dutch base.

Hmm, I think I'll take Yamato hugger's suggestion and convert a low cost base to ABDA, just to see what happens. I have no use for the HQ itself, but it's annoying me, just sitting there in the reinforcement schedule. I've got plenty of PP's, so that's not an issue.

I've seen the same thing. I'm guessing that ABDA HQ will
return when Sorebaja is re-captured by the allies.

Maybe... You can't redesignate a base to ABDA HQ without having an ABDA LCU in it. I still have a few ABDA bases around, mostly small islands that the AI hasn't deigned to invade, so if it was enough to have any base, the HQ would have arrived there by now.

It may also be awaiting fitting out. If there isn't enough equipement to bring it up to 25% of TO&E, it will stall in the pipeline. Happens with Japanese troops also.

I'm not sure that's true. I've seen Jap ground reinforcements come on the board with as little as 8% strength.

According to the manual (15.5 Arrivals) it could be either Tjilitjap or Soerabaja.

You can see similar behaviour for some ships that has no base specified for their arrival. For example CL Sumatra or DD Isaac Sweers in the 43 Campaign (but that was 1.40 or 1.50 so it might be fixed now).
