No encirclement shift

Nice game, but I really miss a bonus shift based on encirclement. I would expect to have some operational benefit from attacking the enemy unit from 3 adjacent hexes, and even more if the enemy unit is encircled. This is a very common approach, I remember that the situation is handled in this manner in many Matrix games.
