ChiCom Militia stuck in Reinforcement

I have run into a strange problem - I build a Chinese Communist militia on the first turn (Lanchow), it is showing in the Reinforcement pool for NOV/DEC, but it never showed up when I was deploying my reinforcements. I have now completed that turn, and deployed my reinforcements for JAN/FEB 1940, but it's still showing in the queue for NOV/DEC (but with the year 1939 below it). I thought maybe I missed it, or it would show up when I deployed USSR units, but wasn't available for either China or USSR to deploy. I am running Beta 5.00.00.10.

The USSR should be able to set up the ChiCom Militia (and not the Chinese player).

If the USSR can't set up the MIL, can you please make a gamesave (there should be an autosave. Use windows to get to the folder, zip the file and upload it here).
