Francé surrender

Playing netplay and following production planning the frech player has 5 factories rouen , Nantes, vichy Toulouse and marseilles In france while German has 5 lille 2 paris ,metz and lille and lyons. The pc has given the allied player surrrender option . Is This a bug¿ if u read production plan the french has 5 factories versus 3 axis. The op still keeps more than halve factories so surrender shouldn Not be an option¿. Is this correct or bug

The number of factories is what counts, not the number of cities. Both Lille and Paris have 3 factories each...

and Lyons has two,so Germans have 9 factories.
