TOE Upgrade requirements

Are there any special TOE Upgrade requirements? In my AI game, I'm trying to upgrade a couple of HQ units in Australia.

1) The date has arrived.
2) They are in rest.
3) 1 at Darwin, 1 at Perth, both with adequate supply.
4) The new devices are in stock and plentiful.

What am I missing? Been a couple weeks in game turns and no upgrade.

AFAIK there are no upgrades to HQ units. If you mean taking replacements, the frequency of that depends on the size of the base. When new supply comes, some replacements will come too. The number provided is also affected by the number of other units clamoring for the same devices, so every unit taking support squads gets a share but it can take a long time to fill out an HQ unit.

What type of HQ's are they? Air HQ's do upgrade by adding more Air support squads....GP

Ok, so my Air HQ did upgrade, but the 2 normal HQ in Australia will not. Even though it says there is a TOE upgrade available, you are saying it won't actually do it?

You didn't say so, so I have to ask - did you turn on replacements?
GP, when I see the word 'upgrade' it means the device is difference - like combat squad '42 has different firepower from the original game start combat squad. Air Support squads are the same as Support squads - they don't change the details of what they can do so it is not an upgrade - it's receiving replacements (for the empty TOE spots).

Yes, I have replacements and upgrades turned on. Wondering if it has to do with how remote Australia is.

Yes. And I'm seeing other Australia-based units not upgrading their TOE when eligible. Plenty of supply.

Please post a pic of any one.

A units TOE upgrades automatically on the date specified. That does not mean their devices instantly change. This is done over time during the replacement phase and depends on reinforcement being turned on, supply in hex (at least double normal supply requirement), pool numbers (Allied mainly) and stockpiling and is more a trickle than a flood.

Having too many units of one type trying to draw replacements causes huge delays on any one unit reaching its TOE level quickly. Do one at a time.

It's in 16.4 new manaual.

Well, I was able to upgrade Torres Straits Battalion with no problems in 1126.

I had moved my Australia Command HQ (range 9) from Sydney to Townsville by rail, so the battalion was in the HQ's doubled range ( 9 x 2 = 18 hexes) and the battalion upgraded with just 1200 supplies available on the Horn Island.

I think there is supposed to be a line in the Ops Report saying "upgraded devices provided from Townsville" if the Command HQ provided the supply for the replacement devices.

Right, so now you have to move the Australia Command HQ 18 hexes or closer to Darwin, and the Northern Territory HQ will upgrade its TOE.

Ok, so it IS a parent HQ proximity issue then. I haven’t seen that with other units scattered around the map. Is it being treated differently because it is an HQ itself?

It is not superior HQ's proximity per se. What matters is a unit's proximity to a command HQ.

Some old reference (cannot find the original thread anymore):

-new non-squad device --- new devices must be 1.5 times more in the pool then the old one i.e. to upgrade 10 old AA guns you need to have 15 new AA guns

For non-squad devices, you need 1.5 times the number in the pool. So you need 24 to upgrade the 16 in the unit”.

If you are referring to specific bases, then yes the remoteness can be an issue. Otherwise, since the replacements are from the Australian population, I don't think that Australia is too far away from the Australian people! :?

But for this upgrade, you had to have enough of the specific devices in your stockpile so the unit can upgrade. Then the previously used older devices are returned the pools but as the newer devices. So if you have a lot of units needing the devices but a rather limited supply of those devices, you may need to stockpile them for awhile to build up the pool of those devices and then it is most likely that the smaller units will upgrade first.

Command HQ means just an "HQ" without a sub identifier (a, h, c), correct?

The sub-identifier for a Command HQ is "-Command Headquarters'.
