Yes. It's cheating a bit but if you the check the operations report for the AI side you'll often see messages like the following amongst all the operational details...

DD Usugumo beginning refit at Tokyo
DD Miyuki beginning refit at Tokyo


However, the AI doesn't use the repair routines that human players do. Just a simpler form from the original War in the Pacific game.
