Unable to place some edited terrain_sprites

I have been able to edit the terrain sprites in all types (forest, bocage, field, plateau) but am unable to get the edited sprites for hills, mountains, and high mountains to appear on the map, although they are in the file and show in the editor. This occurs for sprites 121-210 (Hill), 211-360 (Mountain), and 361-390 (High Mountain). I have attached a screen from the editor to better explain. What is placed on the map and what is in the file differ.

Bump. I have other options but I am wondering if I should just go with them - I would prefer to be able to use hills, mountains, and high mountains with new graphics, though.

The terrain sprites.png file just contains the reduced sample sized sprites for hills, and mountains, e.g. for what you see in the column of selectable sprites in the Editor.

The actual sprites that will be drawn in game, e.g. because they are bigger sprites and overflow the hexes, is in the hill sprites.png file, and the mountain sprites.png files.

Then for each Major and Minor, there are 'coloured' versions of these for when the 'national colours' option is enabled.
