Here is a personal modification to the 1939 Campaign.
I hope you enjoy the changes - any feedback is welcome!
DECISION EVENTS ADDED
Chinese Communist Hundred Regiments Offensive. This Chinese decision in the summer of 1940 will generate additional Chinese partisan attacks and an additional Communist Chinese corps will be formed.
Italian Mobile Corps Formation. If the Italian decision is yes in April of 1941, an Italian unit will deploy as a corps instead of a cavalry corps.
Japanese Operation Ichi-Go. This Japanese decision in 1944 will provide for additional Japanese units in China or will deploy those additional units to Burma.
Continue the German implementation of Plan Z. If the German decision is yes in 1939, the full historical plan will be executed, but the cost is significant.
Organize German Luftwaffe Field Corps. If the German decision is yes in 1942, additional corps will deploy.
Deployment of German V2 rockets. If the German decision is yes in 1942, German rockets will deploy that will impact UK morale.
Indian Army aircraft and armor reinforcements. This DE replaces the Indian units in the PQ. If the UK decision is yes, then the Indian ground and air units will deploy. However, if the decision is no, the UK will have additional MPPs.
Indian III Corps deployment. This UK decision will determine if the Indian III Corps is deployed to Egypt or Malaya.
Change USA cruiser construction to light aircraft carriers. This USA decision will determine if Carriers or Light Cruisers will be deployed. Of course, deployment of the historical carriers will cost additional MPPs.
Deploy USA bombers in a maritime role. This USA decision early in its entry into the war will provide for aircraft to counter expected German U-boat operations off the US east coast or form the lead heavy bomber contingent in England.
Divert USA aircraft enroute to China to US Forces in the Pacific. This USA decision will keep expected aircraft reinforcements flowing to China or will divert these to Australia.
USA to reform the Chinese Army. An USA expenditure a MPPs will form additional corps for the Chinese.
USSR to form the Polish First and Second Armies as Polish country units. This modifies the current DE to fire when Warsaw is liberated by the Red Army or Polish Army (see Polish uprising below).
USSR actions in Sinkiang, China. Should China surrender this DE will provide the USSR with choices regarding intervention in the western most Chinese province.
Once Poland is liberated by the Red Army the USSR can decide if the liberated territories will be formed into a Polish independent state or a soviet socialist republic within the USSR.
OTHER EVENTS ADDED
Austria regains territorial independence once Germany surrenders.
Chinese Nationalist blockade of Chinese Communists territories reflects the historical tensions.
Czechoslovakia regains territorial independence once Germany surrenders.
Enhanced Germany reactions to Allied invasion of Vichy French North Africa.
Impacts to the belligerent navies after the German invasion of Norway. UK and German ship units will be deployed in 1939 depending on the German decision to invade Norway.
Indochina late war changes provide for a partisan and pop-ups,
Polish uprising and establishment of Polish Government in Warsaw. When the Red Army approaches Warsaw a Polish Home army will appear and liberate Poland.
Thailand switches sides to align to historical events.
EDITS
Communist China starts 1939 as an active mirror.
The country of Mengjiang is added to the map in 1939 as a Japanese mirror.
Mongolia country edits include activation at the start of 1939 and a modified build pool of cavalry units.
Japanese battle cruisers are deployed, replacing the corresponding battleship units in 1939.
USA edits include additional artillery technology, more mechanized and more escort carrier units in the build pool.
USSR mechanized units are replaced by light tanks.
PQ modifications are made to include some historical ship construction. For future campaign games planned I’ll continue to add to the PQs naval units that are under construction. A note, it was interesting to discover just how many light cruisers the UK constructed during the war – close to what the Americans had commissioned.
The builds of Turkey, Spain and Sweden are beefed up to make them more attractive allies.
In an effort to add some flexibility for smaller land hexes, especially in the Pacific, I made USA and Japanese division units available.
I removed the Sudan Platt and the South African Smutt HQs from the map and replaced them with the UK Platt HQ at Kartum. In testing it provided for some interesting options and lent a historical flavor.
The second South African corps is replaced with a Kenyan corps.
Additional country builds (and historical unit/ship names) are provided that align to WW2 history.
I wanted to explore how commandos and smaller scale amphibious operations required conventional support, so I added UK, USA and Canadian elite units in the PQ. The Canadians are labeled as the 2nd Infantry Division of Dieppe Raid fame.

For DE640 Plan Z
The resources would have been more profitable, at least at the beginning of the war, in the construction of "submarines". It is estimated that if that had been the case, Germany would have had nearly 300 submarines in September 1939 instead of 59, thus being able to really undermine British imports.

Interesting suggestion for DE 383, makes sense; I'll take a look.
I appreciate the Plan Z submarine information. The Germans made a decision to stop Plan Z in late 1939, DE640 transfers that decision to the player. So, everything up to this point stays historical. At least in my design of the DE. However, I never knew that so many submarines could have been available by September 1939. The Americans made a similar decision; they focused on destroyers and escorts instead of continuing with the Montana class battleships. Great information, I appreciate the conversation. This is why I enjoy the hobby so much.

Take care,
Robert
Re: New Mod: A World at War - September 1, 1939
I thought I’d share how I came up with the German ship names for Plan Z.
While I could find multiple sources for the numbers of each type of ship, in many cases their individual names seem to have not been assigned yet. So, I just assigned names based on the few names that had been given. The battleship Bismarck was the namesake of a Prussian general, so all Plan Z battleships have Prussian general names, and I assigned a few Teutonic knight names. The aircraft carrier Graff Zeppelin had the name for a naval aviation commander. It was hard to find a list of those, but I think the names I used would have been candidate names for German aircraft carriers. And, for heavy cruisers I used Prussian general names again.
All the names are in the Editor under the Builds, so have a look and tell me if I missed a name.

Re: New Mod: A World at War - September 1, 1939
I enjoy the differences in this mod as compared to the original, vanilla game, but also as compared to other mods I've played. I'm in mid-1941 of my second game, playing Allies vs. AI Axis. I put Poland and France under AI control as a rule when playing WaW and in the first game I didn't give the AI any advantage. In the second game I gave them a small +0.5 experience advantage. Both times I'm seeing what seems to be a bias for the Allies. In fact, in the first game, I was able to drive north from Italy in late 1943 and defeat Germany in 1944. At the same time the Russians held on to Leningrad, Moscow and Stalingrad but they were slow to push the Axis back while the Anglo-American forces drove into Austria and Germany. China also did a creditable job of holding off the Japanese although significant ground was given.
One thing in both games that I'd like to see different: Both times the Afrika Korps deployed in Europe. That would be okay if the AI tried to ship them to North Africa, but I don't see that happening. The result is a pretty easy conquest of UK forces over Italian forces including the capture of Tunisia before the Americans even get to invade Algeria.
Now I'm wondering if things would play differently if I put the AI on maximum advantage.

TangSooDo,
Thank you for the reply!
I think you are right. The Allies have an advantage, but I wonder by how much. I do give them additional (some, mirror) units, but tried to offset by also giving the Axis some. In addition, I lean toward the historical, so I can imagine an experienced player would feel that the Allied side is easier. So, I'll take a look at how I can interject some play-balance.
I agree with you about the Africa Corps. I will look at that again, I can't remember what the percentage is for the AI to send those units to Africa.
Take care,
Robert

Check that the download is in the right location. I noticed an extra folder in the zip file that I downloaded from Dropbox and only extracted the campaign folders and the cgn and the campaign works as expected.

It might have been something to do with the way I downloaded from Dropbox - there are a few. In the end, as long as the \Campaigns folder contains both the campaign folder and the cgn, it should be OK to run in WaW.
I use a similar folder to you: D:\OneDrive\Documents\My Games\Strategic Command WWII - World at War\Campaigns

Tried the refreshed file too, still won't open in Editor or Game....frustrating, I always enjoy the mods from past versions. Not sure why it won't work now.
