Naval Supply Loss (Defender) 0 causes Naval Cruise to not use supply

Attached screenshot, if Naval Supply Loss Defender is set to 0 on submarines then when you Naval Cruise the sub it never uses supplies (Naval Cruise always burns a supply)

Naval Cruise supply loss is indeed tied into that value... I believe at one time it was desired to have this editable, and without having to crack things open and add a new data entry, we just went with that value.

Of course the downside is it doubles for the supply loss value from combat as well.

What do you mean its doubled for combat loss?

Sorry, I just meant it also has an application for determining the supply loss for naval units when defending in combat.
