DE 401 – USSR: Attack Finland in the Winter War?
I think deciding no should greatly lower Finland's war mobilization level.

DE 412 - USSR: Annex the Baltic States?
I think deciding no should slightly lower Finland's war mobilization level.

There needs to be a decision event to get Finland out of the war. As the game stands now the Fins don't sue for peace even after Germany is defeated. In real life the Moscow armistice was signed by Finland and the Soviet Union on 19 September 1944 ending the war, though the final peace treaty was not to be signed until 1947 in Paris. Finland was never a member of the Axis powers as it never signed the Tripartite Pact. So in the game I don't think they should be the last hold outs in Europe. I think that Finland should sue for peace when Germany surrenders.

There is also DE 404 Sign an Armistice with Finland? which can lead to Finland withdrawing from the war in certain circumstances.

Another question about Finland. In my game the allies (me) sent the intervention into Finland during the Winter War with the DE. It was successful and Finland became Allied leaning and SOV took the mobilisation hit. However when Germany attacked the Soviets, a few turns later Finland joined the axis? Don't have previous turn save but have the save 2 turns before that happen, where Finland was nowhere near axis leaning, but thought the intervention event would keep it out of the war?

I've yet to understand Finland and/or the landings of French/Brits in Northern Norway.

Yes to Finland intervention (was successful) and no to sending anything to Norway.

A things to note on Finland:

1. If the allies intervene in the winter war launched by the Soviets and it is successful it will move Finland to an Allied diplomatic tilt and the Soviets will get killed on their mobilization.
2. All the axis have to do to get Finland to join the war with them is to get Finland to 0 or greater mobilization towards the axis.
3. If the Russian fleet sorties out of Leningrad by Helinski, it will cause a statement like this “Finish mobilize towards axis due to Russian fleet sortie”. This will basically automatically get Finland in the war on the side of the Axis. This may have happened in your game?
4. If the axis attack Russia while Finland is still diplomatically tilted towards the allies, Finland will not mobilize to fight the war unless bullet point 2 above is reached.

Probably what happened in your game was that Finland was still diplomatically tilted towards the axis, so mobilized right away when Finland was attacked.

Thanks for the clarification. It was probably the fleet moving out and/or it might've tilted a bit on axis too.

Yeah point 2 is a bummer IMHO
if Finland is allied leaning at Barbarossa then it only needs to return to 0% anytime afterwards to join the war on AXIS side
I think this must be a bug rather than by design

I think point 3 was patched so that only amphibious transports trigger mobilization

Actually its 1% Pro-Axis.

As Axis, I diplo'd Finland to insure it joined the Axis right at the start of Barbarossa after my Allied opponent decided to intervene in the Winter War. His intervention wrecked Soviet mobilization and it was easy to see in the reports his MMP generation plummet.

In this match..I also had the great fortune of seeing the Finns win the Winter War (50% chance of that)...so they kept their 1939 border. That spurred me to spend the MMP on diplo. The Murmansk RR was way easier within reach when the fandango began in the east. [8D]

I wouldn't recommend Western Allied intervention on behalf of the Finns, unless there is a larger plan behind it. The Soviets mobilization and money just gets hammered.
