Another questionable private industry decision

I've run into another case of a city running itself into the ground through excessive private food infrastructure.

This one is a bit of an outlier, however. The planet has a fully breathable atmosphere, and areal farming is actually a thing. However, the world is a bit toasty. Temperatures in the southern hemisphere run from 34 C in the summer to 50 C in the winter.

Anyways, a colony in the south is engaged in its usual obsessive quest for food self-sufficiency by building private farms; however, in this case they've decided to dispense with the domes and go outdoors. With a -60 environmental penalty. No doubt due to the fact that the 48 C temperature causes the potatoes to come out of the ground pre-baked:

Anyways, you can see the problem here. At level 2 this farm should be making 500 private food, but is only making 220 in the winter. This is not enough to feed even the 23.5 K workforce. Which means the city is plotted to expand the private farm, and then build another, etc. But I don't see how it will ever catch up, due to the inefficiency of the non-domed farming it's opted to engage in.

And yes, the private QoL buildings have been mothballed, due to the AI practice to setting aside the needed labor for food expansion projects! As a result, happiness has stagnated, and could be dropping soon, leading to the emigration death spiral problem I brought up in a previous post.

I think the AI's desire for private food self-sufficiency is not necessarily bad, but its insistence on always using the least efficient means (ie, areal over dome, refusal to build hydroponics) is indeed problematic.

I think a big part of the issue, is that the Yield is so highly variable:
In the Summer when it is 34°C the Farm would be just about viable.
But in Winter when it reaches 50°C, it is 10°C from no Growth.

Maybe the AI and Private Economy could use the Average Temperature (as measured over the last year/full year) to decide if what the farm produces/if it will produce enough?
