Why are my divisions not upgrading their TOE's?

Why are my divisions not upgrading their TOE's?

I have a number of British/US divisions (especially armored) past their TOE upgrade date, they are sitting on supply centers with refit on, and they are not upgrading. I can't figure it out, the Guards armor division is 3 months past its upgrade date and is still rocking crusader IIIs as the invasion of France is imminent, and its sitting in london on refit.

I have had this issue before, I am not sure what the answer is.

I don't usually worry too much about it. I let the old models attrit out from combat, and they will get replaced by newer models..even if they are in contact with the enemy.
