PBEM Campaign

Hi All,
Attempting to set up an email campaign game with a buddy for the first time with myself as the Germans and noticed it doesn't use the server as in the latest DC games.
Was hoping someone would enlighten me as to how they're setting up and playing their PBEMs.
There is no "Play by email" option anywhere...only "PBEM Protection".
Also, trying a dummy run and selecting "Allies...Human"....it didn't give the Allies any variant choices on their first turn.
Any info appreciated,
