[FIXED] Clouds below ground level stop TV-Guided bombs?

I was recently playing Over the Hump from the Kashmir Fire campaign (some people familiar with me might understand why) when I found the cloud bank from 2-7k feet ASL was stopping me from using the TV-Guided bombs. This felt rather bizarre as the target was on the ground at about 11-12k feet ASL. Save is attached of a few flights of Flankers and Fulcrums failing to engage the target properly.

The issue seems related to the altitude of the ACs and not to the clouds.

Tested in the future release build, the AC descend and engage the targets
