I guess you mean the Game Start Loading Screens?
They are in the games folder Dat/Art/Gui/wite2-splashscreen.jpg (there are all the Loading screens named like this)

Or do you mean the Scenario "mini picture"?
Those are in the Dat/Scen Folder

Yes. I mean the scenario mini picture. These are also used in the save game loading screen. Thanks for the help.

It had to cropped and scaled. Here is the finished product:
