Maybe it will be possible to somehow make panzer divisions to fight better then motorized one. As current system makes no sense that motorized division is way better then a panzer one. Why would Germans use panzers in that case if it was much cheaper to produce armored vehicles than tanks?!

Give back the Stalingrad units and adjust the Finn TB for the event that Leningrad falls.

Right now one doesn't get the counters of the units newly raised to replace the units destroyed in the pocket, aside from 2.
This means 3 Panzerdivisions, 14 Inf Divisions, 15 Art Bat etc. are lost, not to mention the Korps and Army HQ. Some Inf Divisions, arguably 4-6 should be counted as rebuilt since they still had various collections of survivors that were used as the core. Also one gets the Army HQ that replaced 6th Army.
One gets the newly raised 2 Mot Inf Div and since the 60th could form approx a Regiment from the survivors that shouldn't count as newly raised, so those are sorted.

If you are going to then I would propose to replace on map Panzer divisions with motorized units which TOE is going to upgrade to a panzer division in May `42 or whenever it is happening. In that way we can avoid useless tanks in `41. And it `42 it is a little bit better.

Frankly it is not exactly uncommon for many strategy games to have a player-made mod that becomes the official PvP mod to use by the community as players go through the gaming experience more than devs and ultimately have a better grasp of gameplay flow and balance in pragmatical and realistic terms.
Usually the problem is to get the mod inserted and played at the start til it affirms around - and in general it is a community-circle effort and not a single player effort.

Agree. As it was mentioned before, most players play vs AI. And it is hard or maybe even impossible to balance things to play well vs AI and in PvP in the same time.

Luckily the editor is very easy to use and a balance mod will be quite quick to make functionally. Gathering information from numerous veteran players will be the hard part. Playtesting will also be hard, ATM the method of reducing Axis AFV losses is to increase their armour. However it will be difficult to quantify what other effects this will have.

Increasing armor is alternative history. Pz II or III can not have 100mm from the side, 150 from a front. Game looses its charm.
That is why developers intervention is needed to prevent Soviets running/ability to concentrate 1000 AFVs in once place. At least in `41

Fully agreed, one of the ways to prevent this is to have the Soviets actually interacting with supply. ATM Soviet supply capabilities are ahistorical.

My only request (as mentioned earlier) is to have the SU assigned to OKH for the start of the '41GC.

The Soviet supply issue is probably the easiest to solve - remove Moscow and Saratov as NSS and add 2 in the Urals or maybe that's not even needed.
Many tabletop games have Soviet supply at the 'eastern map edge', and their industrial core moves to Siberia.
It should probably give the Russians as well some 'freight issue' that keep their logistics in check. I am not sure of that though as I do not know how many railyards they have in the Urals to support the movement but that may be a case of upping railyards in Urals.

How Soviets are supposed to advance later on with an NSS at Ural? It is possible to move NSS during a war?
If it is possible to change in an editor I would propose to make dynamic logistics, 50-60% in `41, more at `42 and so on. Maybe some other values are needed.
