What changed the German AP income?

I recently fired up WitE2 again, installed a bunch of updates, and started a fresh campaign as the Germans. I suffered a very unhappy surprise at the start of Turn 2, when I found I had zero AP. I always used to spend all my AP on Turn 1, comfortable in the knowledge that I'd get enough from capturing Minsk, Lvov, and Riga to do my logistics. I toughed it out to Turn 3, and still zero AP incoming. What gives, and where is this change documented? I've searched the fora and Googled in vain, and this seems like a giant change that people surly would have squealed about, so I'm thinking maybe it's a bug (like the one that caused the 100 Soviet APs not to arrive in '43, because the condition required the turn to =June 15, '43, rather than >June 15, '43).

After some additional research, I find the manual says that the scenario describes the AP income, and, sure enough, the '41 scenario says the Germans should be getting 14AP per turn. So I guess there is a bug of some kind. Anyone else ever see this, and any recommendations to fix? (I'll try a reinstall, obviously.)

I have a local install and a Steam install. Both are providing AP's as expected.

Did you temporarily motorize some units? If you left them temp motorized, they will burn APs at the start of each turn.
