Private industry should ask permission before building a new mining asset

It's annoying to have to pay to nationalise mines and oil wells. And it makes sense that the state would own the mining rights after paying BP to do the prospecting.

Private industry could offer to buy the mining rights for a particular hex for a fee in a decision.

The biggest issue its that in early game the same turn than you discover a metal mine, the private sector starts building a mine, without letting you any options to prevent it or to at least start the mine construction.

It has been reported in the past, and supposedly Vic has fixed it, but it still happens from time to time

I totally agree and already proposed it before. I hope Vic gets around it anytime soon.
