I'm trying "Recruit if shortage, never fire" to see how that works. Presumably, the zone will retain the construction workers as asset workers and the remainder are available for the next construction project.

When conquering large, unpopulated areas, I try to have a new zone city every 12 hexes on the road/rail, refining a little depending on what advantageous hexes for creating a zone are nearby.

The black lines are bottlenecks where your transportation network has hit 100% capacity. I'd improve my truck/rail network.

Use the map layers bar in the right-hand menu and look at some of the Logistics Points button selections. That will show you how much logistics is moving into and out of your SHQ.

You can always defund a council until when you need Strtegum cards from it. The Applied Science council is critical.

Yes, Model Design before Staff Council. I recommend going all Discovery for the first few turns until you have models worth upgrading to, then go 50/50 Discovery/Research.
