Stuck in a loop

My game didn't go further beyond AI's endless thinking in the diplomatic phase. The situation happened after the whole bunch of AI-controlled Prussia's forces had got eliminated in the previous land combat phase. Is it dragging its heels so as to snap out of the need to go through a surrender?

I might've missed it. What is the level of AI for France? Does it have anything to do with how likely a non-human player would tough out an adverse situation that France was facing?
