Production Multiple Question

So, here's a German ARM that the Russians have managed to isolate. Does this unit still provide and Production increase due to enemy units in home country? (It's the last Axis unit in Russia.)

If so, is there a way for the German to voluntarily destroy it?

you only get a production increase for in supply units, not out of supply

No, unfortunately, there is no way to destroy it voluntarily.

If you are pushing towards Germany (it means you are in the last years of war) you don't need to keep the partisans around, it cannot attack and if it moves it will flip. Of course it could create some problems just by moving, like (in two turns) entering an undefended Kiev (or Gomel if Kiev not available), but you can block it with a couple of partisans, yes, one each side.
