Nuclear weapons

Good morning all,

Is there a way to disable the use of nuclear weapons in a scenario. I'm playing the NATO-Warswaw Pact 78 battle as the WP and NATO's nuclear weapons are too powerful.

The scenario will have an event authorizing NATO nukes. Disable that event.

Maybe you could construct a Theater Option to turn it off. The player could chose it or not, what could go wrong?
