AN/APR-50 blind to VHF radar

The AN/APR-50 ELINT sensor (carried by the B-2) is blind to VHF radars like the Tall Rack radar. See the attached scenario for an example. I think it should be able to detect those, since even the generic SIGINT sensor can. Plus the B-2 is optimized to penetrate an airspace covered by such radars.
