Select Side window missing

Hello,

I turned off DPI scaling for my game and the text was too small, when I turned it back on, the game no longer has the select-side window pop up after choosing a scenario. It works fine with the DPI scaling off, but when its on the window is nowhere to be seen. I've tried rebooting the computer, deleting the .ini file, deleting the scenarios, but the window is still not showing up. Are there any solutions?
