It means in case of element 417 the factory upgrade was manually set to none (marked as 0, value of 1 in the data), whereas the value for element 418 is automatically determined to be none (marked as 0, value of 0 in the data). This had to be done, so that games started under 1.07 would work properly when run on 1.08 with all factory upgrades set to the default value of 0. It's possible to set all factory upgrades in 1.08 data to be "manual zeros" and get rid of the asterisks, but if there is no difference in actual behaviour then it's not justified to spend a lot of time on it.
