Search and Seizure not working for me

Maybe I am doing something wrong, or its a bug. But during the Search and Seizure phase, when I select a Sea-area for searching on the Search and Seizure screen, nothing happens.
The search and seizure window just disappears and the game can not advance further.

I tried several times to reload the game and try again, and each time the S & S window just disappears and the game's next turn button just grays out, and the game is stuck.
The only way to continue the game is to not execute any searches.

Attached is a file where you can see for yourself: Just open the game, click on the "finalize production" button for USSR, and the game will advance to the Search and Seizure screen for Japan, and you will see the problem.
The game will not advance if you try to execute a search.

It is a bug, theoretical this should be tackled in the naval release coming after the production release. We will start the latter soon.
