Promotion oddity

This is something I've noticed regarding promoting generals. In one turn, I promoted Grant from two-star to three-star; the same turn, I promoted McDowell (three-star) to army command (West Virginia). The following turn, Grant is angered because he didn't get the army command... uh, wasn't eligible at the time. Can the end-of-turn sequence of when promotions happen be reordered in some way to prevent this kind of penalty?
