I don't think WIR ever had sound.

The original edition certainly had sound and was configured to work with DOS 5. This free edition seems to have its sound files, the trick is perhaps setting up a generic sound blaster 16.
Might need a bit of work in doss-box with windows 3.1.

.....................sorry I take back. The matrix download V 3.3 is absent the sound files by the looks of things.

I loaded the original game V 1.1 which I still got a box edition cd and that plays music at the start but I haven't configured it for the sound effects. It has about 50% more files than the free download.

Appears to be the same story with the free download of the old PacWar.

@ Rasputitsa,
I don't think WIR ever had sound.

There was sort of a title melody when you opened the original game, obviously a russian-style melody.

I am one of the proud owners of original 3.5 inches blue coloured original WIR version 1.1 floppy disk, but regretfully I seem to have lost it while moving to my new flat. Anyway, as the first screenshot appeared there was a classic music by Russian composer Mussorgsky's "Pictures at an exhibition", of which Emerson Lake & Palmer made a rock cover in the 70's. I have both versions of the symphony but as I said I lost the diskette.

Poor old Mussorgsky, for the WIR intro music gave a very "synthetic" feeling IIRC.
