Another DaBabes Question About HQ TOEs

Another DaBabes Question About HQ TOEs

In the DaBabes there is an Air HQ TOE which has the Nationality set to 05-US Army.

But ... there are actual units assigned to that TOE which belong to the US Navy and US Marines. Will having the TOE "belong" to the US Army cause any problems with trying to assign leaders? Could it end up making it so that only US Army officers could be made the CO's of the USN and USMC units with the same TOE?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)
