If it says "allow replacement" then replacements are allowed.

I agree, it can be confusingat first.

Basically, whatever it says is the current policy. And it can get very confusing at times.

Note that this switch toggles the 'policy' for AUTOMATIC replacements.

Manual ones (when you hit the 'add aircraft' button) always happen if they can.

I tried to 'un-confuse' it by trying to standardize the intent.

With stock, the text could mean it was in that mode OR click the button to go into that mode.

Generally with AE, I tried to stand on one principle - the text should say what is happening if it a toggle/switch type.

Not sure about that screen as I didn't touch the naval ones as they were handled by the naval team.

I normally look at the upper left corner to see if it is docked - TF xxx is docked at xxx.
Then press the button appropriately - undock or dock as needed.

Unfortunately it is confusing as you've seen.

For TFs, if the TF screen when in port has the word "Undock" next to the little arrow button, it means it is docked and that pressing the arrow button will undock it.

This is also the same for the other buttons in the Task Force screen. For example, if it says "Load Fuel", then if you press the arrow, the TF will load fuel (if there are transports or tankers in it).

This is the opposite of the many of the other screens (such as for aircraft units and land units) where the text means the current policy/state.
So much WitP and so little time to play.... :-(
