It's not extended range, I'm responding the the following from Elf.
We needed a way to better represent the missionized loadouts that LBA (Particularly IJ side) carried. More smaller bombs equate to more "hits" against non-naval targets and are less concerned with AP capability than spreading effects over a larger unarmored area. There are behind the scene checks that determine what loadout is used. Not at liberty to divulge the details of this yet.

How is 4 100 x kg bombs more than 4 x 250 kg bombs, and how do you get more hits (4 bombs = 4 hits max!)?

4 x 100 is the extended range load. Andy would have to confirm, but in the early going IJAAF ops from Indochina is difficult owing to the inability to get all your A/C crammed into the closest AF without being penalized. These Sally's are likely from one of the further AFs and carry 4x100kg bombs vice the 250's.

It isn't, it's less. A/C carry smaller loads at extended range.
