Colonial aggression

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

Colonial aggression

Is there any way to just invade a neutral (non-major power controlled) area? Playing as the Americans, I have by 1949 conquered much of the known world, but somehow one critical colony has successfully avoided my attention - the Colombian province of Panama. For the Americans, it is a real handicap to have to send fleets around South America or through the Indian Ocean to get them from east to west coasts (as the US Navy discovered in 1898).

Maybe there should be a historical event for the 1890 start scenarios for the Hay-Bunau Varilla treaty, with a random variation in who it affects, giving one major power the option of taking over Panama before the canal appears. And then that power could get another historical event offering them the opportunity to invest a significant sum in developing the Panama Canal, along with associated base capacity and airbases/airship bases/fortifications.

Afraid you just need to wait for the RNG to come up in favour of an event with that colony.

If you've kicked everyone else out of the Caribbean, then the odds aren't in your favour though.

You are head of navy, not head of your nation so you cannot decide that.
