Civilian Ship Reffiting and Nebulas

If you update your Civilian Ships they try to refit at every possible Planet, also on Planets in Nebulas that have ion damage.
Here the Ancient Mortalem Homeworld. As soon they start to refit and their Ion Shields go off they stuck in endless * disabled * modus and you have manually scuttle them.

Please extend Ion Protection to whole Planet/Spaceport in Nebulas so ship can refit here or deny ship reffiting/repairing in Nebulas no matter what.

Also the Advisor Spam * Assign Mission * to Fleets as soon a military ship of a other empire shows up in your system is still not fixed. So the Feelts keep flying over for nothing, even if the ship is still here you not at war so they fly back after short time and again again and again....

I think it has to do with planets not building fast enough. Like try to build any type of station from the planet and it will be instantly destroyed (and wasted resources), but send a construction ship and it will build just fine.

Well not so, earlier yes but now a planet can build here a spaceport without this issue. However if you try to give like 1 Spaceport 1 defense base orders the second one in queue goes destroyed (not disabled) so only the actual build order is protected.
But not for ships as it looks. Also Planet Spaceyard is always lv 1 if i remember correct..it should upgrade with the tech like the one at spaceport.

ah come on, you got already saves for the diplo spam.

Just make simply if than for the advisors, if no war no message if a military ship of other empire stops in your space. cannot be that difficult.

For the Nebula refit thinkg, its not so easy, you have no control over the civilian ships and state ships looks unaffected, so far only passanger ships were affected and they now dont want refit here :D

i tried but they (passanger ships) refuse now to refit here. State ships dont have the problem as it looks

so finally got it again, next World in a Nebula, this Time Ackadara

If you look World 025 Ackadara Nebel, you see the Passanger Ship Outrageous Intrigue (directly next to the Spaceport) caught in a endless Disabled/Under Construction after it tried to refit (its a trophy passanger ship from other Empire after war).
It has no Ion Shield however earlier at the other Nebula World it were my own Passanger ships with Ion Shield,refitting to next design and getting same error
