Player Creation

Using 1.22

When I create a new player, whether it be a pitcher or hitter, the scouts "evaluate the talent" of all free agents BEFORE I create the new player...and then do it again AFTER I create the new player.

I would hope that's not supposed to happen.

I can see it happening after creation, but I don't see any point to it prior to creation.
