Production at Chicago

Chicago has factories and people, but it appears it can only produce supply. Is this correct? Is there a way to make it produce artillery?

(Thanks to all of the old posts. They've helped me greatly. It was initially hard to get into the game, but your advice made it much smoother)

Sent this to your email too. Chicago can only produce supplies. You need those supplies more than you need the cannons. You have more than enough factories to produce all the cannons you need.

I really like the game despite that it was originally published quite a while ago.
