Manual Shortcomings

Most of this game is intuitive, but I've played Great Battles: Rome and had a better grasp of that game than this version.

For example, how do I get my archers to shoot at the enemy while keeping their distance from them? I recall Rome had a "skirmish" mode, but all I see are Passive, Reactive and Aggressive settings.

Am I missing something?
