Perhaps this should be in the rules thread (and perhaps it has been covered already), but
13.1 states that if a partisan in a hex:
"stored oil (AfA option 31), oil resources (option 14), and blue factories (option 30) may be destroyed."
but in 22.2 (Option 30) it says:
"You may also destroy a blue factory if an enemy land unit (other than a PART) occupies a hex in the country."
Which is correct? We have ruled that partisans cannot destroy factories, since partisans are good enough (too good?) as it is.

I believe that the "(other than a PART)" piece is out of RAW4aug04.
Edit : It disappeared between RAW7m and RAW7aug04.
Last printed version is RAW7a, that's why you quoted it like that I suppose. You should use the online RAW (RAW7aug04) when possible. There are a couple of differences.
