Giving Ottomans 200 MPP as Germany in 1914

These 200 MPPs bring Ottomans closer to Germany and unless the UK gives up the Dreadnaught the Ottos join around November 1914 and immediately proceed to lose a lot of men to Typhus, Winter and other stuff. They are anyway weak.

Does it make sense to not give this money, purchase Infantry tech or some other tech as Germany using it and delaying the Ottos entry to say mid 1915 by when the NISH connection is established and a small German army can be operated to save the Ottos?

Nope. If the Germans decline to give the 200 MPPs to the Ottomans, none of the subsequent Ottoman mobilization scripts fire and they never join the war. So unless the Central Powers strategy is to keep the Ottomans neutral, you have to fund them if you want them in the war.
