1.25c Freefolk don't care about luxuries

1000c on luxuries and no migration (there are some 20k in the zone). Could you teach them a bit about the wonders of greed and envy maybe?

The lack of private food shows that your cities have no resources to convert to luxuries. Since your cities are buying luxuries, this shows there isn't much to go around therefore limiting immigration.
