Private Industry no workers

I have a strange issue, that make it seems I do not have enough people for my private assest, I put in 3 game files, Which means I am stuck and never get out of barbaric. Also I been at 3-4 constantly in Civ score if anything I seem to be going backwards I not seen this before is this abug.

It may not be a strange issue. Has something happened which dramatically lowered your population recently?

Private asset creation should not happen if there is not enough population. But after its built, populations can fluctuate.

No population is good and only going up. something like 138,000 people and climbing

Work around: Make sure Monarch Dome Farm I gets full logistical points so it get to 100% prodmod.

What happened?
-Food deficit in zone
-Will only open mothballed private assets after enough food production constructed
-Will only allow new farm construction if average farm prodmod > 90%.

Made some fixes to prevent this from happening in the next open beta.
