Actually reachable hexagons depend on recon

There are situations when a hexagon can be reached in one move (one click and movement over multiple hexagons) but when moving step by step, uncovering enemy units, the hexagon can't be reached because of extra cost by enemy ZOC.
Is this WAD?
I think I can show a test case save if necessary.
